Naruto wird vorgeworfen, mehrere Jounin aus Kirigakure und Iwagakure getötet zu haben und einen Anschlag auf den Raikage verübt zu haben. Im Prozess wird er für schuldig erkannt und landet im Gefängnis in Houzukijou, dem Blood Prison. Master Mui, der Leiter des Gefängnis, bedient sich dabei einer ulimativen Technik, um die Kräfte der Häftlinge zu versiegeln. Gerade jetzt wird es Naruto zum Verhängnis, der im Kampf um seine Unschuld auch noch auf der Abschussliste einer Organisation landet...

Naruto, Sakura, Lee und Kakashi bekommen den Auftrag den Prinzen aus dem Land des Mondes bei seiner Weltreise zu eskortieren. Da der König des Landes über ein enormes Vermögen verfügt, kann sich auch der Prinz alles leisten, was er haben möchte, was darin endet, dass er einen gesamten Zirkus kauft. Aber damit beginnen die Probleme, denn eine 3 köpfige Ninjagruppe heftet sich an ihre Fersen

Überall verschwinden mächtige Ninja, außer in Konoha, weshalb nun alle Menschen davon ausgehen, dass jenes Dorf dahinter stecken könnte. Es droht sogar, dass ein neuer Krieg ausbricht und so das Gleichgewicht der Machtverhältnisse zerstört. Doch in Wahrheit steckt Hiroku, ein abtrünniger Ninja, hinter all dem, denn er will die Kraft dieser Ninja nutzen, um mächtiger als jemals zuvor zu werden. Dafür hat er jedoch nur Zeit bis Sonnenuntergang und die Ninja rund um Naruto sind ihm schon auf den Fersen...

Um die historische Wiederkehr geht es hier laut den Berichten von älteren Krimtataren. Die muslimische Minderheit wurde 1944 unter Stalin von der Krim vertrieben, Ende der 80er gab es nach Protesten ein Zugeständnis von Gorbatschow. Mit der Besetzung der Krim 2014 folgen unter Putin erneut zahlreiche Repressionen. Mit politischer Willkür werden Tataren verhaftet und zu langen Strafen verurteilt. Der Film zeigt mehrere Frauen, deren Männer inhaftiert sind und mit großem Engagement versuchen, mit Klagen die Situation ihrer Männer zu verbessern, die nur sporadisch Kontakt zu ihrer Familie haben.

Ein Hinweis von einem Verwandten, der bei der Polizei arbeitet, führt in auf die Spur einer LSD-ähnlichen Substanz, die man bei über der Hälfte der zahlreichen Opfer des Berserkers fand. Bald wird klar, dass diese neue Droge offenbar gezielt verteilt wird - von einer Person, die Mikiya durchaus vertraut ist...
