Rostow am Don im Jahre 1991: Über zehn Jahre jagt Issa Davydov, ein Offizier der Kriminalpolizei, den sogenannten „Ripper von Rostow“. Der gefürchtetste Serienmörder der Sowjetunion hat in dieser Zeit 53 Menschen getötet – viele davon Kinder oder Jugendliche. Nach all der Zeit kann Davydov nun endlich eine Verhaftung vornehmen. Der Verdächtige wird mit erdrückender Beweislast überführt und verurteilt. Alle glauben, den Kerl endlich hinter Schloss und Riegel und damit Ruhe im Land zu haben. Der Polizist wird von den Vorgesetzten mit einer großen Feier geehrt und erhält eine Beförderung für seine Dienste. Doch noch in derselben Nacht wird eine schwerverletzte Frau in das lokale Krankenhaus eingeliefert. Diese behauptet, sie sei von demselben Serienmörder angegriffen worden, den Davydov gefangen zu haben glaubte.

Die Erde in einer nicht allzu fernen Zukunft: In den Städten herrschen Gewalt und Anarchie und bald wird der Planet nicht mehr bewohnbar sein. Das Paar Hen und Junior hat sich derweil fernab von alledem auf der Farm von Juniors Familie auf dem Lande eingerichtet und verdrängt in glücklicher Zweisamkeit die unbequemen Wahrheiten. Eines Tages klopft jedoch der Bundesbeamte Terrence an ihre Tür, der Junior ein brisantes Angebot macht: Junior wurde ausgewählt, an einem Projekt teilzunehmen, dass der Menschheit eine zweite Chance verspricht – allerdings im Weltall, wofür er, sollte er das Angebot annehmen, zwei Jahre lang von Hen getrennt sein würde. Die soll an seiner Stelle einen Androiden zur Seite gestellt bekommen, der ihn während seiner Abwesenheit ersetzen soll.

Nachdem Mechagodzilla in seinem letzten Kampf gegen Godzilla schwer beschädigt wurde, wird er nun in einem Untergrund-Dock aus Godzillaknochen wiederhergestellt. Yoshito Nakajo, Mitglied der Reparaturtruppe bekommt während seines Urlaubs unerwarteten Besuch von ein paar Feen der Infant Islands. Sie raten ihm eindringlich ab einen Roboter aus Godzillaknochen zu bauen, andernfalls würde Mothra die Seiten wechseln und gegen die Menschheit kämpfen. Die Reparatur wird trotzdem fortgesetzt und schon bald mehren sich seltsame Ereignisse. Es dauert nicht lange und schon wütet Godzilla wieder in den Städten Japans. Bald eilt auch schon Mothra zu Hilfe aber dann entscheidet der Premierminister den noch nicht ganz reparierten Mechagodzilla am Kampf teilnehmen zu lassen. Der Kampf unter den drei Monstern beginnt als plötzlich neue Riesenungeheuer hinzukommen. Und keiner weiß ob sie Freunde oder Feinde der Menschheit sind!
